The Ministry of Public Works Plan Long -Term Flash Flood Mitigation in Ternate

The Ministry of Public Works (PU) rolled out the master plan as an effort to mitigate the long -term flash flood disaster in Ternate City. A total of 20 Sabo Dam units will be built in stages to control sediments from 11 rivers that are leaving on Mount Gamalama, North Maluku.

This plan is a direct response to the flash floods that hit the city of Ternate on August 25, 2024. The incident not only caused significant infrastructure damage, but also claimed casualties, thus encouraging the need for permanent solutions to protect residents.

As a first step of the master plan, the Ministry of Public Works through the North Maluku River Balai (BWS) began the construction of two Sabo Dam units in the Rua River in 2025. This project became the main foundation in long -term efforts to reduce similar disaster risk in the future.

The Minister of Public Works, Dody Hanggodo, when directly observed the project location in the Rua River, emphasized the urgency of the development of this sedimentary control infrastructure. According to him, the condition of the slopes of Mount Gamalama which has been relatively bald coupled with high rainfall in Ternate created a serious potential threat.

“Every time it rains heavily, the potential for avalanche and material flow from the mountain is quite large. Therefore, we need some sabo dams as controlling, sediment retaining and avalanches so as not to be carried down downstream,” said Minister Dody.

“This infrastructure will help prevent flash floods while protecting settlements and other infrastructure below,” he added.

The Head of the North Maluku River Basin, M. Saleh Talib, explained in more detail about the long -term plan. He explained that the 20 Sabo Dam would be scattered in vulnerable points in 11 rivers that were on Mount Gamalama.

These rivers include Rua Rua, Kastela River, Taduma River, Sasa River, Monai River, Batumerah River, Maliaro River, Marikurubu River, Kulaba River, Tabalolo River, and Haw Amadah River.
